Standard rules and frequently asked questions governing the tender process at IETE Kolkata Centre.

Any registered firm, company, or individual with the requisite technical and financial capacity as specified in the individual tender document is eligible to participate. Bidders must not be blacklisted by any government body or IETE. Specific eligibility criteria (turnover, experience, certifications) are detailed in each Notice Inviting Tender (NIT).

Tender documents are available for download from this page (linked against each tender notice) or can be obtained in person from the IETE Kolkata Centre office during working hours (Monday–Friday, 10:00 AM – 5:00 PM), on payment of the prescribed tender fee (if applicable) as stated in the NIT.

The EMD amount is specified in each individual NIT and must be submitted along with the bid in the form of a Demand Draft / Pay Order drawn in favour of "IETE Kolkata Centre" or through NEFT/RTGS as indicated. Bids without valid EMD will be summarily rejected. EMD of unsuccessful bidders will be returned within 30 days of award of contract.

Bids should be submitted in sealed envelopes superscribed with the tender reference number, title, and closing date/time. The envelope must be addressed to the Secretary/Chairman, IETE Kolkata Centre. Two-bid systems (Technical + Financial bids in separate sealed envelopes placed inside one outer envelope) will be used wherever specified. Late bids will not be accepted under any circumstances.

A bid may be withdrawn or modified before the bid submission deadline by submitting a written request signed by an authorised signatory. No bid may be withdrawn or modified after the closing date and time. Withdrawal after the closing date will result in forfeiture of the EMD.

The successful bidder is required to furnish a Performance Security/Security Deposit as specified in the contract (typically 5–10% of contract value) within the time stipulated in the Letter of Award. Failure to do so may result in cancellation of the award and forfeiture of EMD.

Yes. IETE Kolkata Centre reserves the right to accept or reject any or all bids, to cancel the tender process, or to split the work among multiple bidders without assigning any reason. The Centre is not bound to accept the lowest bid and may consider factors such as technical capability, delivery schedule, and past performance.

Pre-bid queries must be submitted in writing (email or letter) to ietekolkata@gmail.com before the pre-bid query deadline specified in the NIT. Verbal queries will not be entertained. Responses to all queries received will be published as a corrigendum on this page.
